Duties and Responsibilities

a) Implementing of the Physical Planning act (cap286) and Urban Areas and Cities Act No.13, 2011;

b) Providing advice to the County government on physical planning matters;

c) Formulation and review of regional and local physical development policies, guidelines and strategies, developing, implementing and evaluating the county spatial plan:

d) Reviewing and certifying physical development plans within the county;

e) Proving guidelines for regulating use of land;

f) Ensuring proper physical planning practice within the county;

g) Initiating research and Innovation on urbanization strategies and policies and any other matter related to physical planning;

h) operationalizing and facilitating the physical planning liaison committee;

I) Providing guidance on matters arising out of the annual state of planning reports;

J) Planning and managing physical planning projects/programmes at the county;

k) Developing, Implementing and realizing strategic plans and objectives;

I) Preparing and implementing the performance targets work plans and contract;

m) Overseeing planning and budgeting for the department;

n) Mobilization of resources;

o) Managing, mentoring and developing staff and

p) Perform any other duties as assigned by the chief officer from time to time.

Requirements for the appointment for appointment to this grade, a candidate must have: For appointment to this grade, an officer must:


a) Have minimum ten (10) years’ relevant experience in management three (3) of which as Assistant Director Physical Planning job Group ‘P’ and above or in comparable and equivalent positions either in the Public Service or Private sector,

b) Be a holder of Bachelors degree in any of the following disciplines:- Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;

c) Be a holder of Master’s degree in any of the following disciplines: Urban and Regional Planning, Urban Planning, Regional Planning, Town Planning, Transport Planning or Spatial Planning from a reliable institution;

d) Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);

e) Be registered by the Physical Planners Registration Board;

f) Have Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
