Job Description

Chemonics seeks a monitoring and evaluation (M&E) manager for the anticipated multidonor, five-year, £422-million Health Pooled Fund 3 program in South Sudan, under contract with the U.K. Department for International Development. The program will support improved health and nutrition services for the Sudanese population, especially women and children; improved community engagement and accountability of health services; and stabilization of local health systems. It aims to ensure the provision of essential and equitable health care through a network of state-run health facilities, augmented with outreach activities and community-level care to people in more remote areas. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

Work with the program’s team lead and other technical staff to design and implement a flexible, innovative performance M&E system including assessments, data collection, data storage, and results reporting

Efficiently track, report, analyze, and update objectives, activities, indicators, and results over the life of the program

Build relationships with regional projects offices, states and local governments, and other stakeholders to exchange knowledge on best practices; advocate for and facilitate innovation transfer; and support capacity development

Train staff and selected partners on M&E system operations, and work with the M&E team to input M&E data into the system

Contribute to project communications, including success stories, newsletters, lessons learned and best practices reports, as well as quarterly, annual, and final reports
Communicate information in a fashion that demonstrates a basic understanding of development assistance work and of the program’s scope and nature


Bachelor’s degree and minimum five years of M&E management experience, including experience with DFID or similar donor-funded programs
Demonstrated understanding of integrated health services and health system stabilization, including health planning, information, and human resources
Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities, particularly in conflict or post-conflict areas such as South Sudan
Skilled in producing PowerPoint and other presentations and in leading discussions
Strong skills in Microsoft Word, Excel, and Access and in statistical programs required
Demonstrated leadership, versatility, and integrity
Experience working in conflict areas or post-conflict areas required; experience in South Sudan strongly preferred but not required
Proficiency in English
