Job Description

Chemonics seeks a deputy director of finance and operations for the anticipated multidonor, five-year, £422-million Health Pooled Fund 3 program in South Sudan, under contract with the U.K. Department for International Development (DFID). The program will support improved health and nutrition services for the Sudanese population, especially women and children; improved community engagement and accountability of health services; and stabilization of local health systems. It aims to ensure the provision of essential and equitable health care through a network of state-run health facilities, augmented with outreach activities and community-level care to people in more remote areas. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

Provide support to the team lead and technical team in project planning, management, reporting, client engagement, and coordination between government counterparts and implementing partners
Supervise day-to-day operational field presence, including office space, equipment, vehicles, and facilities; oversee administration, logistics, personnel, procurement, budgeting, financial accounting, and property management
Provide financial oversight and management; supervise accounting personnel and ensure accounting procedures and practices are in accordance with Chemonics policies; oversee preparation of contractually required financial statements and other budget statements
Oversee management of grants and subcontracts for compliance and performance, including coordinating with technical staff to finalize scope, serving as procurement officer during application and proposal process, negotiating final budget, drafting the sub-agreement, and managing performance of sub-awardees against deliverables
Support reporting on project performance to the senior management team, DFID team, and the government of South Sudan as needed
Manage recruitment for program staff, including working with staff to develop long- and short-term scopes of work, linking scopes of work with appropriate mechanisms, ensuring proper vetting and screening before hiring, and ensuring appropriate training
Ensure compliance with DFID regulations and Chemonics policies and systems
Coordinate deliverable review process, providing requested financial, monitoring and evaluation, or planning information and coordinating international short-term technical assistance

Establish standards and procedures to ensure compliance with established organizational policies, procedures, and internal controls (e.g., field-office guide to field accounting and compliance, field-office procurement handbook, cooperating country national policy manual, and Chemonics’ Global Quality Management System), and make recommendations on strengthening these policies and procedures

Ensure due diligence that funds are disbursed in line with their development purpose outlined in the contract and are not vulnerable to corruption, extortion, or diversion benefiting malign groups; keep the home office up to date on the financial status of the program and the execution of the budget
Supervise and provide regular and constructive feedback to program staff, including annual performance evaluations


Bachelor’s degree required; advanced degree in relevant discipline desired
Minimum five years of professional experience in managing DFID-funded or similar donor-funded international development projects, including project operations, work plan implementation, procurement and subcontracting, compliance, and financial management
Familiarity with Chemonics’ systems and processes
Field experience desired, including long-term overseas positions or extended short-term engagements
Experience working on health supply chain projects preferred
Experience working in conflict or post-conflict areas required; experience in South Sudan strongly preferred but not required
Ability to effectively supervise local and international staff
Ability to work with cooperating partners in implementing complex programs
Demonstrated leadership, versatility, and integrity
Strong interpersonal, written, and oral communications skills; excellent English skills
