Job Description

Lead b udget prep arat ion pro cess by p rovid ing i nstr uctions and g uida nce in the fo rm ula tion of
resour ce allocati on in the reg ion. Pe rfo rm q uarte rly b udget ana ly sis and report to the R egional C oo rdi na tor on exp en dit ure trend s, pro jected b udget ove rr uns and recom mend correcti ve mea s ures where ne ce s sary.

Monitor and prepare the ICRAF-ESAf Regional annual budgets as per ICRAF POWB and manage budget updates as required.
Support the development of project proposals and concept notes as per the ICRAF full costing policy
Manage the regions’ monthly closing and annual finalization process as per the ICRAF cut-off dates and ensure timely submission of monthly reconciliations, fixed assets movements.
Review and post all monthly project imprest reports received from the ICRAF-ESAf
Nodes/country offices.
Prepare and analyse project financial reports as per the grant agreement and monitor the funding receipts with continued advisory to project managers
Supervise the finance team in the region and ensure smooth and accurate flow of data and information to and from ICRAF HQ and the nodes/Country Offices.
Manage and maintain the OCS for the region, fixed assets database and the online financial statements.

Review and archive all documents received from the region’s node/country offices and avail these upon request by donors, auditors and HQ.
Administrator the Regions’ project funds, monitor the nodes/country offices petty cash disbursements and perform surprise cash counts.
Management of advances to Associate Institutions, Collaborators /partn ers and sta ff pe r sonal a cco unts as per ICRAF Poli cy.
Mai ntain the s upp lier’s cy cle and pro curement pro cess for the regio n as per ICRAF poli cy.
Liai se and con s ult with the Fi nan cial Se rv i ces Unit at IC RAF he adq uarte rs in Nairobi on all f ina ncial and b udget related matte r s.
Lead project audit and efforts to close audit financial management findings in the region. Train a nd build a h igh -performance f ina nce team in the Region.

A Bachelor degree in accounting or a Master’s Degree in Financial Management and Accounting
At lea st 5 yea r s’ expe rien ce in f in an cial management and a c co unting in a si mil a r po sition in an
International organ iza tion, no n -gov ern mental or de velop ment orga nization.


Experience in undertaking and application of financial practices, policies, concepts and procedures
Proficiency in ICT with demonstrated experience in Ms Office practices, policies, concepts and procedures
Understanding of local laws and practices in the Eastern and Southern Africa region in regard to financial and taxation policies.
Fluency in English (spoken and written).
Excellent interpersonal and communication skills.
Ability to work under pressure and in a multicultural environment.
Job Summary

In liaison with Chief Finance Officer and the Finance Officers at ICRAF HQ, the incumbent shall manage all financial information and databases for the ICRAF-ESAf Region. He/She will: Be responsible for establishing and maintaining strong internal controls and providing oversight and training to ensure that the financial management in the Regional, Nodal, and Country offices are robust and adhere to all ICRAF policies and procedures; provide supervision to Finance Officers of nodes and country offices in the region; provide practical recommendations and advice for improving operational efficiency in the region in particular and ICRAF processes in general; and, participate in proposals and project budget formulation, project financial monitoring and evaluation and reporting to project managers, HQ and donors. This position will be located in the regional office at ICRAF HQ.
