JUDICIAL PERFORMANCE IMPROVEMENT PROJECT (JPIP) CREDIT No. 5181-KE, PROJECT ID 105269

REQUEST FOR EXPRESSION OF INTEREST INDIVIDUAL CONSULTANTS

The Government of Kenya has received financing from the World Bank toward the cost of the Judicial Performance Improvement Project (JPIP), being implemented by the Judiciary of the Republic of Kenya and intends to apply part of the proceeds toward payments under Consulting Services.

The consulting Services of Individual Consultants as listed below will be for a period of two years renewable annually based on need, performance and budget. TERMS OF REFERENCE

9. CLERK OF WORKS – 12

Successful candidates will be posted to the project sites located in all regions of Kenya to take care of any on-going construction works and building condition surveys in the respective regions. The Clerks of Works will be responsible for the following tasks and report to the Project Managers supervising their region:

i. Supervise construction works to ensure adherence to quality and timeliness.

ii. Monitor progress of construction works regularly and report to the relevant officers for action.

iii. Make regular building condition surveys and making recommendations for required maintenance works.

iv. Check the setting out of new and any remodeling works to ensure consistency with drawings.

v. Confirm Contractor’s Valuations of on-going work done & materials on site.

vi. Routine checks of equipment in the area of specialization e.g. the building standby generator’s working condition, water pumps, electrical, lifts etc.

vii. Supervise and guide artisans on any works carried out by internal staff or contracted for construction works.

Key Qualification and Experience

The candidate must have:-

a) A Higher Diploma in Building and Civil Engineering Works/Technology as a minimum qualification.

b) Three years post qualification in hands-on experience in supervision of construction works.

c) Experience in the supervision of works over Ksh.100M will be an added advantage.

d) Proficiency in the use of IT, especially MS Word, Excel, MS Project, and other related packages.

e) Interpersonal skills including working in and leading teams.

The Judiciary now invites eligible individuals to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications, capacity and relevant experience to perform the services.

Applicants should submit a CV and cover letter indicating the position applied for. All applicants should provide current details (mobile number and email) of at least 2 referees who should be registered professionals involved in their two most recent projects. Applications for the Architects and Engineers posts must include colour attachments of their Project Portfolios.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRO Loans and IDA Credits & Grants) by World Bank Borrowers published in January 2011 Revised, July 2014 “Consultant Guidelines; setting forth the World Bank’s policy on conflict of interest.
