The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013. The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.
27. Senior Human Capital and Administration Officer – Grade TVETA 4

Basic Salary Scale: Kshs. 96,300 – 127,800 pm
(a) Duties and Responsibilities
Reporting to the Manager, Human Capital and Administration, the Senior Human Capital and Administration Officer will be responsible for the following:
(i) Implementing Human Resource Management policies and strategies;
(ii) Compiling regular Human Resource and Administration status reports and agenda for discussion by the Board;
(iii) Preparing recruitment plans;
(iv) Implementing decisions of the Board as regards human resource and administration matters
(v) Supervising and monitoring implementation of performance management system and appraisal;
(vi) Verifying payment claims and benefits applications such as motor vehicle loan and mortgages;
(vii) Managing staff welfare matters;
(viii) Supervising internship programme
(ix) Leading mainstreaming of HIV/AIDS and other cross cutting issues at the work place;
(x) Preparing training projections, programs and, plans
(b) Requirements for Appointment
For appointment to this grade, an officer must have: –
(i) Served for a minimum period of six (6) years as a Human Capital and Administration Officer in the public service/ private sector with at least 3 years in the senior management level or in any other relevant and equivalent position.
(ii) A bachelor’s degree in any of the following fields: Human Resource Management, Bachelors of Commerce (Human Resource option), Business Administration or any other relevant degree in the field of social sciences;
(iii) A Master’s degree in any of the following fields: Human Resource Management, Bachelors of Commerce (Human Resource option), Business Administration or any other relevant degree in the field of social sciences;
(iv) Attended a senior management course lasting not less than 4 weeks
(v) Valid professional membership with the Institute of Human Resource Management (IHRM)
(vi) Certificate in computer applications from a recognized institution.
