Job Description

The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013. The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.

18. Senior ICT Officer – Grade TVETA 4:

Vacancy No. TVETA/18/JUN. 2018: Number of Posts: One (1)

Basic Salary Scale: Kshs. 96,300 – 127,800 pm

(a) Duties and Responsibilities

Reporting to the Manager, Human Capital and Administration, the Senior ICT Officer will be responsible for the following:

(i) Analyzing user requirements and problems in order to prepare plans and specifications to computerize and network operations

(ii) Testing and reviewing systems and software programmes to determine their efficiency, reliability, compatibility with the changing environment

(iii) Coordinating the implementation of computer security policies and guidelines to safeguard information resources and infrastructure.

(iv) Guiding the monitoring, diagnosis and troubleshooting of the computer network backbone

(v) Planning, monitoring and evaluating ICT program activities;

(vi) Developing and implementing ICT strategies

(vii) Managing and coordinating the ICT unit and drawing up the budget for the ICT unit;

(viii) Coordinating initiative for completion of ICT projects within the planned time deadlines and budget projections;

(ix) Developing reports on ICT standards and supervise overall systems documentation;

(b) Requirement for Appointment

For appointment to this grade, an officer must have: –

(i) Served as an ICT Officer in the public service/private sector for a minimum period of six (6) years, with three (3) years in a senior management position or in an equivalent and relevant position;

(ii) A Bachelor’s degree in any of the following disciplines: – Computer Science, Information; Information Communications Technology, or any other ICT related disciplines with a bias in computer science from a recognized institution;

(iii) Attended a senior management course lasting not less than 4 weeks from a recognized institution

(iii) Demonstrated professional competence and results achievement
