Job Description

The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013. The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.

24. Senior Supply Chain Management Officer-Grade TVETA 4

Vacancy No. TVETA/24/JUN. 2018: Number of Posts: One (1) (Re-advertisement)

Basic Salary Scale: Kshs. 96,300 – 127,800 pm

(a) Duties and Responsibilities

Reporting to the Manager, Supply Chain Management Services, the Senior Supply Chain Management Officer will be responsible for the following:

(i) Ensuring governance and compliance with the public procurement regulations, policies, and laws;

(ii) Developing, facilitating, implementing, monitoring and reviewing of procurement plans;

(iii) Performing secretarial role to the Authority’s Tender Committee and Disposal Committee;

(iv) Coordinating the preparation of tenders for advertisement, opening and evaluation;

(v) Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;

(vi) Preparing and submitting to the PPOA quarterly procurement reports as required;

(vii) Providing information, as required for any petition or investigation to debar a Tenderer or any investigation under review procedures;

(viii) Liaising with PPOA and other bodies on matters related to procurement;

(ix) Advising directorates and staff on all matters to do with procurement of goods and services in line with the provisions of the Procurement Act and the Regulations;

(b) Requirements for Appointment

For appointment to this grade, an officer must have: –

(i) Served for a minimum period of six (6) years as a Supply Chain Management Officer in the public service/private sector with at least three (3) years in senior management level or in any other relevant and equivalent position.

(ii) A bachelor’s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Marketing or any other related field from a university recognized in Kenya

(iii) Post graduate diploma in Supplies Management

(iv) A Master’s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Procurement & Logistics, Marketing or any other related field from a university recognized in Kenya

(v) Attended a senior management course lasting not less than 4 weeks from a recognized institution

(vi) Certificate in computer applications from a recognized institution.

(vii) Valid membership with Kenya Institute of Supplies Management (KISM) and be in good professional standing
